He was a retired electrician for Red Simpson Construction. Mr. Phelps is survived by his wife, Bernita Cox Phelps of Franklinton; two sons, and daughters-in-law, William E. and Robin Phelps, Charles Wayne and Pam Phelps, all of Franklinton; one daughter and son-in-law, Sandy and Wayne Hunt of Franklinton; two brothers, Curtis Ray Phelps of Madisonville and Martin John Phelps of Gulfport; and five sisters, Geneva Nelson Bell of Bogalusa, Betty Carnegie of Pine, Mary Jane Allen of Folsom, Joyce Creel and Gail Espinoza, both of Franklinton. He is also survived by six grandchildren. Visitation was at Crain Funeral Home on Monday after 5:00 p.m. with funeral services at 2:00 p.m. on Tuesday in the funeral home chapel with Rev. Jerry Cox officiating. Pallbearers were Gilbert Spears, Lynn Allen, Richard Allen, Raymond Phelps, Dale Cox and Jody Varnado. Burial was in the Nobles Cemetery in Pine.
