P. Tugwell Is Winnfield Citizen Considered One of Best Versed Men On State Finances While State Treasurer A. P. Tugwell is not a native son of Winn Parish, he lived her as a child, attended the local school and when graduated entered the State Normal College at Natchitoches. After completing his college work he taught school in South Louisiana and then became associated with the Tremont & Gulf Railway Company as treasurer and later auditor and treasurer. Mr. Tugwell's executive ability was recognized by the late Senator Huey P. Long who created the office of auditor for the Louisiana Railroad Commission and it was while he occupied that position that he installed a system of records and bookkeeping that brought him much favorable comment from many state organizations of that type. When the late Senator-elect Oscar K. Allen was elected governor Mr. Tugwell was appointed chairman of the highway commission and held that position until he became a candidate for the office of state treasurer. While exercising the duties imposed upon him as chairman of the highway commission, Mr. Tugwell was largely responsible for the speedy execution of the plans of O. K. Allen to take Louisiana out of the mud and to erect adequate bridges over the State's many waterways. He is recognized as one of the best versed men on finance in the State and his knowledge and ability to execute the affairs of one of the state's highest offices is respected by all who have been associated with him.
