Allen, District Judge, Eighth Judicial District, composed of Winn and Grant Parishes, was first elected in 1954 for the term ending in 1960. Upon the retirement of Judge Cas Moss in September, 1954, he was appointed to finish Judge Moss' unexpired term and assumed the bench on September 26, 1954. He was re-elected in 1960, and 1966. Judge Allen was born in Bernice, Louisiana, October 1, 1916, the son of the late A. Leonard Allen, an attorney who served as Member of Congress from the 8th Congressional District form 1936 to 1952, and Mrs. Lottie Mae Thompson Allen. He attended the public schools of Winnfield, graduating in 1933, and attended Louisiana Polytechnic Institute and Louisiana College, receiving his A.B. degree in 1936. He then attended George Washington University Law School, where he received his LL.B. degree in 1940 and was admitted to the practice of law in Louisiana in 1941. In May of 1941, Judge Allen entered active military service as a Second Lieutenant, Adjutant General's Department. He served a total of five years in the Armed Forces, of which forty-two months was overseas in the European Theatre, being discharged as a Colonel. During his military service, he was awarded the Legion of Merit with Oak Leaf Cluster, the Bronze Star, and was also awarded decorations by the governments of Great Britain, France, Holland and Belgium. Judge Allen married Elaine Smith Wells of Winnfield, Louisiana, in 1946 and they have three children: Mary Lynn, Kay & Douglas. He is a Mason, Knight Templar, member of the Scottish Rite, 33 degree, and a member of El Karubah Temple.
