Wroten is the son of Jane Wroten of Winnfield and the late John W. Wroten, Sr. Wroten is a 1960 graduate of Winnfield High School where he was on the football team. During his high school years, he served as a page for the Louisiana Senate. He attended Louisiana Tech University for one year while awaiting a nomination to the United States Naval Academy at Annapolis. He graduated from there in 1965 and joined the United States Marines serving 13 months in Vietnam and four years in the states. He began his career with EDS in 1969. By 1979 he relocated to Dallas and soon became director of real estate, responsible for EDS' business real estate and facilities worldwide, including a 2,600 acre corporate park in Plano. EDS is an information service company that has more than 80,000 employees and over $10 billion in annual revenues. Wroten has many other activities including his involvement on the board of directors at the Presbyterian Hospital of Plano. He is past chairman of the Plano Chamber, past chairman of the Collin County Private Industry Council. He is a member of the board at Geo-Marine Corp., Plano Economic Board, Heritage Farmstead Museum, Plano Futures Foundation, and the Hendrick Academy of Honor. The Citizen of the Year award is given to the person who the Chamber believes deserves to be recognized for his or her personal contributions over a period of years, to the welfare of Plano. Chamber of Commerce chairman Gary Base said: "This award gives us an opportunity to recognize the achievements of Mr. Wroten and what his effect has been on the City of Plano."
