Charles, a Second Class Scout in Troop 70, Winnfield, is the first Scout from Winn ever to attend a national Scouting jamboree. At the Valley Forge encampment, there will be Scouts from all parts of the United States, as well as several foreign countries. The Veterans of Foreign Wars, Payne-Johnson Post 3800, sponsors Troop 70, of which Charles is a member, and is paying all his expenses to the camp. He was chosen as the representative from Winn Parish because of excellent leadership, and other standards set up by V. F. W. representatives. At the encampment, the traditional souvenir swapping custom will bring together the many scouts from different parts of the world. Charles will take keepsakes of Winnfield and Winn Parish to swap for souvenirs brought by other scouts. (Charles was the son of Mabel Colvin Silman; he died November 4, 1997)
