Payne Editor of Dodson Times Mayor of Dodson, La. As one of the good citizens of Winn Parish, living and laboring at Dodson. He is a son of Dr. I. R. Payne, who was born in Georgia, but who came to Louisiana at an early day and married Sarah Jane Foster here, who was also born and reared in Georgia. He died Aug. 2, 1879, she March, 1900. Joel was born Sept. 22, 1868, and was reared here in the usual way. Aug. 9, 1901 he became editor of the dodson Times and has continued in that position ever since. He has been mayor of Dodson since May 1, 1903, which office he holds now. He married Lucy M. Gaar April, 1888. He is a Methodist Protestant, K. of H., and a member of the Farmers' Union. Mr. Payne is a good editor and has recently purchased a new and better press and other equipment for his paper. He makes an attractive paper for the parish and well serves his town and section. Few towns of the size have so good a paper. We have always found him amiable, clever and obliging. His motto: "Do what you can to make the world better while you live in it for you shall pass this way but once."
