He was educated in the Winnfield school system but graduated from Marfa, Texas High School in 1912 with honors and was chosen to give the graduation orations. He attended Baylor University for a year and graduated from Tulane University School of Law, 1916. He was president of his graduating class. After graduation, he ran for District Attorney in the district that included Winn Parish, and lost to Julius Long, brother of Huey and Earl, by ten votes. He practiced law in Shreveport for a short time then returned to Winnfield where he practiced law for the remainder of his career (1968). In 1920 he married Phyllis Catherine Cummings. From this union were born Katherine Stacey, John J., and Gordon C. Mr. Peters was a Mason and Shriner and of the Episcopal faith. In 1935 he was elected to the Louisiana House of Representatives and authored the bill that created the Huey P. Long Memorial Trade School at Winnfield, now known as Huey P. Long Memorial Technical College. He served in the house from 1936-1940. In the 1950s he served on the Board of Governors of the Louisiana Bar Association. He died at his residence in 1970.
