All rights reserved. http://usgwarchives.net/copyright.htm http://usgwarchives.net/la/lafiles.htm ********************************************** Three Courthouse Plaques List Men Serving Since '95 Winn Parish officials in office at the time of construction of the new courthouse are listed on a marble wall plaque in the hallway, just outside the Clerk of court office. Two other plaques, both marble, have been saved from previous courthouses. One taken from the building built in 1923 and torn down to make way for the new courthouse has been placed on the wall across from the plaque with present officials. The third, from the 1895 courthouse-the first brick building-is in the possession of W. L. Sowers, who is keeping it for the Winn Parish Historical Society. It has a crack in it but is in good condition. Following are the lists of names on each of the plaques: 1962 Courthouse: Harwell L. Allen, District Judge; Sam L. Wells, District Attorney; Dr. John T. Keiffer, president; Kenneth Watts, Secretary-Treasurer; B. A. Guilliams, A. M. Jeter, Colvin R. Long, A. W. Cockerham, Crosby Adams, Herman H. Boyett, J. E. Shumake, G. C. Jeter, W. H. Collins, Gus Crawford, Ardis Brewton. Nolan, Norman and Nolan, Architects; Rannie Terral as General Contractor. 1923 Courthouse: R. W. Oglesby, Judge; E. E. Kidd, District Attorney; W. T. School Board, which then had offices in the courthouse: J. R. Sikes, president; J. N. Sowers, T. V. Beavers, J. E. Strickland, B. E. Wilson, W. T. Babers, W. N. Dunn, R. H. Breedlove, T. F. Wade, R. T. Dawson, W. T. Norman, Supt.; W C. Cookston, Surveyor; J. W. Smith, Architect; H. C. Woody, Engineer, Caldwell Brothers, General Contractors. Kenneth Watts, Police Jury secretary-treasurer, has his name on both the 1923 and 1962 plaques. He was PJ clerk in the 1923 courthouse and is the only man on both rosters, having served in some parish office continuously from 1919 to present. 1895 Courthouse: Police Jury, C. P. Hull, Architect, B. B. and W. S. Hull, Contractors. Only eight police jurors were listed in 1895 since the parish had eight wards at the time. In 1896 the State legislature created town new wards in Winn, Ward 9 from Ward 1, and Ward 10 from Ward 8.
