Goins, Private, Infantry, Headquarters Company, Second Battalion, 225th Infantry Regiment was awarded the Bronze Star for heroic achievement in action on 16 March 1945, in the vicinity of Bliesranbach, Germany. Private Goins continually laid and repaired broken communication lines in the face of heavy enemy artillery fire. Since the terrain was such that vehicles could not be used, wire reels had to be carried by hand and Private Goins had to work rapidly as the rifle company he was serving moved forward with accelerated speed. The bravery and outstanding devotion to duty of Private Goins, under hazardous conditions reflect the highest credit upon himself and the Armed Forces of the United States. He entered the service from Winnfield, Louisiana.
