Wins Over 2 Opponents. Formerly of Winn Parish, Mother Lives Here Mayor Arnold Bernstein of Monroe in Tuesday's Democratic primary won for the fourth consecutive term the chief executive's office of Monroe by an overwhelming vote over two opponents. A noteworthy feature of the race is the fact that Mayor Bernstein carried every precinct of the city in the largest vote ever polled in the city of Monroe. Mayor Bernstein is the son of Mrs. Philip Bernstein and brother to Miss Nettie and Mr. Julian Bernstein of Winnfield. He is originally from Winn Parish, but moved to Monroe several years ago where he has been identified with the civic and economic progress of that city and parish.
