He succeeds Al Lauret, who was transferred to the post of State Unemployment Insurance Claims Coordinator in Baton Rouge. Swilley has been with the Louisiana State Employment Service for 14 years as Interviewer and Claims Adjudicator. After military service, and graduation from Northwestern State College in 1960, he started work in November, 1960 in the Shreveport office and was transferred to the area office in Winnfield in 1961. "We are primarily an employment service and this will be stressed in the Winnfield office," Swilley said. "We are concerned with placing folks in jobs." Swilley was selected for position through regular Civil Service procedures. He is a graduate of Winnfield High School and is married to the former Gayle Foreman of Winnfield. They have three children.
