Wagoner, a former resident of Winnfield, was recently appointed by Governor Dave Treen to head the Office of Highways in the Louisiana Department of Transportation and Development, with responsibility for all highway related matters. Mr. Wagoner is a 1954 graduate of Winnfield High School and a 1961 graduate of Louisiana Tech University with a Bachelor of Science degree in engineering. A 21 year career employee, Mr. Wagoner has attained extensive experience in highway planning, design, construction, and administration. He first became interested in a highway career through summer employment while a student in college in 1956, 1957, and 1958. Upon graduation in 1961, Mr. Wagoner moved to Baton Rouge to pursue his highway career and accepted a position in the road design section with responsibility for the design of major highways. In subsequent years he advanced through various engineering ranks to Assistant Contracts Engineer in 1968, to Assistant Road Design Engineer in 1974, to Highway Needs, Priorities, and Programs in 1975, to Assistant to the Assistant Secretary of Office of Highways in 1978, with responsibility for serving as the technical advisor to the Joint Legislative Committee on Transportation, Highways, and Public Works. Mr. Wagoner held that position at the time of his recent gubernatorial appointment. The new Assistant Secretary controls a system of highways and bridges totaling over 16,000 miles with a work force of over 7,000 people. Mr. Wagoner is the son of Mrs. R. L. Wagoner and the late Mr. R. L. Wagoner. He is married to the former Martha Barton, daughter of Reverend and Mrs. E. B. Barton of Winnfield and they have three children, Cheri, Barry, and Joey. They reside in Baton Rouge.
