Thomas A. Fogger, 55, died in the accident, which occurred about 12 miles east of Atlanta, Texas, and about 10 miles south of Texarkana, said Bill Wilson of the Texas Department of Public Safety in Texarkana. Fogger was driving a truck carrying wood chips and lumber for Louisiana Pacific Corp. of Winnfield. The accident apparently occurred when Fogger, northbound on U. S. 59, crossed double yellow lines and struck a southbound truck, said department spokesman Gary Chandler. Bobby Ray Peters of Little Rock, Ark., was the driver of the other rig, carrying rolled paper for Parco of Little Rock. Peters was not injured, Chandler said. One of the trucks caught fire after the accident, Wilson added. The 5:51 a.m. accident forced closure of three of four lanes of the highway for several hours.
