Mr. Hughes has been a lifelong citizen of the parish, one whose activities in a public capacity have been identified with the upbuilding of his section of the parish socially, morally, and spiritually. He was born September 11, 1868 and has been a Christian since boyhood, being a consistent member of the Mt. Zion Methodist Church. Mr. Hughes has held the office of Registrar of Voters for Winn Parish since it was created and served as member of the school board from Ward Five.
