Paul Kolb officiating. Graveside services were at 1:30 p.m. with burial in Garden of Memories Cemetery, Winnfield, La. Mr. Franks, 74, died Tuesday, April 24, 1990 about 11 a.m. in Baton Rouge Medical Center, Baton Rouge, La., after a short illness. He was a former mayor of Sicily Island, an office he held for 32 years. He was a member of the Sicily Island First Baptist Church, a member of the Masonic Lodge, and a retired insurance agent. Mr. Franks, born May 28, was a former resident of Winnfield. Survivors include his wife, Jessie Mae Sanders Franks of Sicily Island; two daughters, Martha Ann Warren of Bucyrus, Kan., and Pam Franks Bowers of Baton Rouge; one brother, Bill Franks of Baton Rouge; two sisters, Marie Neese of Baton Rouge and Merle Valentine of Monroe; six grandchildren and two great grandchildren.
