All rights reserved. http://usgwarchives.net/copyright.htm http://usgwarchives.net/la/lafiles.htm ********************************************** From: April 5, 1978 Winn Parish Enterprise News-American Winnfield Policeman Dies Funeral services for Frank Jackson Phillips, 53, a lieutenant in the Winnfield Police Department, were held Saturday, April 1, at 4 p.m. in the First Presbyterian Church of Winnfield. Officiating were his pastor, Rev. W. R. Gage, and Rev. Calvin Phelps of the First Baptist Church. Burial was in the Garden of Memories Cemetery under the direction of Southern Funeral Home of Winnfield. Lt. Phillips died suddenly Thursday, March 30, 1978, while he and Mrs. Phillips were visiting a friend at Rapides General Hospital in Alexandria. Pallbearers were Jack Gaar, Greg Gaar, Natchitoches Sheriff's Deputy Cranford Jordan, Winn Parish Sheriff's Deputy Dale Long, State Trooper Stanley Martin, Winnfield Police Chief Percy Roberts, Roland Rogers, and retired Winn Parish Chief Deputy Don Thompson. Honorary pallbearers were the members of the Winnfield Police Department and the Winn Parish Sheriff's Department. A native of Alexandria, Lt. Phillips was born November 18, 1924, to J. Franklin Phillips and Beulah Gilbert Phillips. When Lt. Phillips was three years old, his father, also a law enforcement officer, was killed in the line of duty while serving as a Rapides Parish Sheriff's Deputy. His military service included three years in the U. S. Navy during World War II and three years in the army of occupation in Japan. As Seaman 1st Class, he served aboard the USS Cornwallis in the Pacific. At the end of the Navy hitch, he immediately enlisted in the U. S. Army and served for three years in Gen. Douglas McArthur's Honor Guard in Tokyo. Following his military career, Lt. Phillips joined the La. State Police in Alexandria. He also was employed by L. T. Brown Construction Co. of Minden and at Tremont Lumber Co. at Joyce for a short period. He and the former Carolyn Reber of Pawhuska, Oklahoma were married June 3, 1964 and made their home in Winnfield. He was first employed with the Winnfield Police Department as a patrolman on May 28, 1971. On December 19, 1974 he was promoted to sergeant and became a lieutenant on September 24, 1975. Lt. Phillips also served as official crime photographer for the police department and the Winn Parish Sheriff's Department. Survivors include his widow, Mrs. Carolyn Phillips of Winnfield; one son, Bolton Phillips, also of Winnfield; two sisters, Mrs. Ima Honeycutt and Mrs. Elizabeth Callaghan, both of Alexandria.
