Hipsley, 82 of Frederick died Saturday, Feb. 2, 2002 in Clearwater, Fla. Born May 15, 1919 in Brookeville, he was the son of the late Marion T. and Ella Margaret Hipsley. Mr. Hipsley moved to Washington, D.C. and graduated from Eastern High School and then Bliss Electrical School in 1941. He served in the Army from 1942 to 1945 where he was in combat in France and Germany. He worked for Bell Atlantic and was a manager in the marketing department before retirement. He was a member of the Elks Club, the American Legion and the Telephone Pioneers of America. He raised, trained and showed Arabian horses. Mr. Hipsley is survived by three children: Wayne G. Hipsley of Georgetown, Ky.; Jean E. Troutner of Clearwater, Fla.; and Nancy L. Horrigan of Wheaton. He is also survived by six grandchildren and three great-grandchildren. He was predeceased by a brother, Charles Hipsley. Friends may visit at the Muriel H. Barber Funeral Home on Feb. 8 from 10 a.m. to noon. Funeral services will begin at noon. Interment will be at Mt. Carmel Cemetery, Sunshine. In lieu of flowers the family requests that donations be made to the Bay Pines V.A. Medical Center, Hospice Unit, Ward 4B, P.O. Box 5005, Bay Pines, FL 33744. Make checks payable to VAMC-Bay Pines GPF 1086. *****Feb. 21, 2002***** Robert Measell Mr. Robert Ernest Measell, 84, of Frederick, died Feb. 11, 2002, at Frederick Memorial Hospital. He was the husband of Alva Martin Measell, his wife of 56 years. Born Nov. 21, 1917, in Meadows, he was the son of the late Ira Daniel Measell and Rosalie Estelle Coffren Measell. Mr. Measell was a printer in the mono-type section for the United States Government Printing Office for 41 years. During his years of service, he worked on and printed the Congressional Record when Congress was in session. He was also very active in the Columbia Typographical Union 101. Mr. Measell enjoyed gardening, reading, recreational tennis and listening to music. In addition to his wife, he is survived by this daughter, Linda Phillips and husband Ronald of Lake Linganore; one son, Robert Lee Measell of Laytonsville; one sister, Evelyn Watkins and husband Alec of Highland; one granddaughter; two great grandsons; a sister-in-law, Hilda Measell of Silver Spring; and numerous nieces and nephews. Funeral services were held Feb. 16 at the Stauffer Funeral Home, 1621 Opossumtown Pike, Frederick. The Rev. Dr. Larry Eubanks and the Rev. Burnis Barrett officiated. Interment was held at the Mt.
