Carleton died Aug. 28, 2001, in Cincinnati, Ohio. Born in Houtzdale, Pa., on Aug. 8, 1926, she was a longtime resident of Montgomery County and retired from the Montgomery County Department of Social Services. She was preceded in death by her husband of 40 years, David A. Carleton Sr.; a brother, Blair Hutchinson; and a sister, Martha Louise Nevling. Survivors include one daughter, Dianne Flowers and husband, Scott of Troy, Alabama; a son, David A. Carleton Jr. and wife, Kim, of Gaithersburg; a daughter, Elizabeth Scheper and husband, Michael, of Crestview Hills, Ky.; grandchildren, Larisa Gibbemeyer and her husband, Alan, James Rhea, Kevin and Annalise Scheper; a sister, Lois Lobb and husband, Don; and many friends. Funeral services were held Sept. 1 at Pumphrey's Colonial Funeral Home, Rockville. Burial was at Parklawn Memorial Cemetery, Rockville. "Bud" Fisher Sr., 95, died Sept. 25, 2001, at the Potomac Valley Wellness and Nursing Center in Rockville, of complications from congestive heart failure and pneumonia. He was born Aug. 6, 1906, in Brookline, Mass., the youngest son of Myron and Gertrude (Barrows) Fisher. He attended schools in Brookline and graduated from Boston University with a degree in business administration in 1929. Upon graduation he was commissioned as a second lieutenant in the U.S. Army Reserve. He retired from military service as a lieutenant colonel in September 1966 after service in World War II and in the Coast Artillery, Military Police and the Army Reserve. He was employed by Sears Roebuck for 25 years and after retirement served as Dean of Students at Leicester Junior College in Leicester, Mass., for 13 years, retiring again in 1971. In 1963 he received a master of education degree from Clark University, Worcester, Mass. Following retirement, he and his wife lived in Orange, Va., as well as Orono and Green Lake, Maine. He was active in Kiwanis Clubs in Connecticut, Massachusetts and Maine throughout his professional life. He was a 32nd Degree Mason, life member of F & AM Centennial Lodge No. 118, New Britain, Conn., and a member of AAONS, Sphinx Temple, Hartford, Conn. His wife, Margaret E. "Peg" (Holgate) Fisher, who died in May 1996, preceded Mr. Fisher in death. He is survived by two sons, Kenneth D. Fisher and his wife, Lee, of Derwood, and Herman P. Fisher Jr. and his wife, Carol, of San Antonio, Texas; five grandchildren; and nine great grandchildren. A memorial service was held Saturday at Rockville United Church. Burial will be at Westlawn Cemetery, Lowell, Mass., at a later date. Robert Kapel Robert Kapel, 55, of Holly Springs, N.C., formerly of Gaithersburg, died Sept. 16, 2001, after a long battle with cancer. Born Sept. 26, 1941, in New York, he was the son of the late Albert Kapel and Harriet Kapel. Mr. Kapel attended City College of New York and later earned an MBA from Loyola College in Baltimore. He retired from IBM after 33 years. He is survived by his wife, Leslie Kapel of Holly Springs, N.C.; one daughter, Mindy G. Bittner and her husband, Robert, of Frederick; one son, Kevin D. Chichester, 91, of Brookeville died Sept. 29, 2001, at Montgomery Village Care and Rehabilitation Center in Montgomery Village. Born Dec. 30, 1909, in Lewisburg, Tenn., she was a daughter of the late James and Nelle Holden Porter. She was the wife of the late Ridgely B. Chichester. Mrs. Chichester was a homemaker. She is survived by two children, Elizabeth C. "Betty" Waters and her husband, Basil, of Gaithersburg, and a son, Ridgely B. Chichester Jr. and his wife, Ginny, of Olney; two step-grandchildren and numerous nieces, nephews, great nieces and nephews. C. Richard "Dick" Foote C. Richard "Dick" Foote, 74, of Durham, N.C., who served as city manager of Rockville from 1965 to 1972, died early Sept. 26. He was the husband of Ethel Foote. Mr. Foote was born July 3, 1927, in Pittsburgh. His family moved to Detroit in 1941, where he graduated from Denby High School. After serving in the Navy on a Seabee unit in Samar, Philippines, Mr. Foote attended the University of Michigan, Ann Arbor, receiving a degree in economics in 1950, followed by a master's degree in public administration. His career in city and county administration spanned 38 years. In addition to his years in Rockville, he served as assistant city manager of Fairborn, Ohio; as city manager of Batavia, N.Y., Wheaton, Ill., and Groton, Conn.; and as deputy chief administrative officer and community development administrator of Prince George's County from 1973 to 1978. Mr. Foote was a member of the International City/County Management Association (ICMA) from 1954 until the time he died, serving as the northeast regional vice president on its national executive board from 1986 to 1988 and as a trustee of its retirement corporation from 1988 to 1991. In North Carolina, Mr. Foote served as an ICMA "Range Rider" from 1994 to 2000. He was recently included as a life member of the North Carolina City/County Management Association. Surviving Mr. Foote are his wife of 50 years, Ethel; four children, Stephen and his wife Jennifer, Katherine of Denver, Colo., Rebecca of London, and Paul and his wife Tracy; and six grandchildren. She was born Feb. 13, 1913, in Catlett, Va., the daughter of the late James L. and Sarah Dove Whetzel and the last of 13 children. She was the wife of the late Elmer R. Duley, who died in 1977. Mrs. Duley was a homemaker. She was a member of St. Paul United Methodist Church in Laytonsville and also a member of the United Methodist Women. Survivors include four children, Vernon R. Duley and wife Shirley of Middletown, Robert E. Duley and wife Carolyn of Derwood, Florence D. Benson Mary Elizabeth "Betty" Benson, 78, of Derwood died Sept. 22 at Shady Grove Adventist Hospital in Rockville. Born January 24, 1923, in Washington, D.C., she was a daughter of the late Edward and Elsie Rogers Wilver. Mrs. Benson was a graduate of Roosevelt High School in Washington, D.C. She and her husband founded the "Benson Garage Door Company" in 1949, which she and her children continued to operate after the death of her husband. She was a member of St. Francis of Assisi Catholic Church in Derwood. Mrs. Benson is survived by three children, Mary T. Myers and her husband Michael of Emmitsburg, Patty B. Wright and her husband Charles of Monrovia, and Paul E. Benson and his wife Brenda of Mount Airy; and seven grandchildren. Milford Offutt Milford Offutt, 64, died Sept. 18 at Lancaster General Hospital in Lancaster, Pa. Born Feb. 18, 1937, in Olney, he was the son of the late Emmanuel and Dorothy Cooper of Rockville. He had been residing in Pennsylvania with his daughter, Nellie Phillips, who has since died. He is survived by four children, Michael Offutt, Elizabeth Sewell, Catherine Sawyer and Jacqueline Offutt; 12 grandchildren and three great-grandchildren; four sisters and two brothers; one daughter-in-law, two sons- in-law, four sisters-in-law and two brothers-in-law; and a host of nieces, nephews, other relatives and friends. Marty Klein Marty Klein, 94, of Rocky Gorge, Md., Deerfield Beach, Fla. and a former Silver Spring resident, died Sept. 11, 2001. He had owned a gourmet grocery business in Washington, D.C. He and his wife, Anne, were members of Ohev Shalom Talmud Torah Congregation on 16th Street for 50 years. Mrs. Klein died in 1998. The Kleins were married 61 years. Mr. Klein was born Aug. 6, 1907, in Jersey City, N.J. He spend his early years in Europe and returned to the U.S. at age 13. The family settled in New York City and Mr. Klein moved to Washington, D.C., shortly after he was married. He is survived by his children, Lynn (Jaison) Green and Dr. Lawrence Klein; and grandchildren, Louis, Neal and David Green. A service was held Sept. 13 at Judean Memorial Gardens in Olney. Mrs. Riley was born Oct. 12, 1922, in Buffalo, N.Y. During World War II she was an IBM board programmer for the Aircraft Engine Division of Chevrolet Motor Company in Tonawanda, N.Y. She and her husband Frank lived in Ann Arbor, Mich., and then in Park Ridge and Long Grove, Ill., before moving to Potomac in 1960. Mrs. Riley was a member of Our Lady of Mercy Church, Congressional Country Club and Potomac Women's Republican Club. She is survived by her husband of 54 years, C. Frank Riley Jr. of Potomac; a sister, Janet Hays of Houston; a son, Thomas Riley of Riverdale; a daughter, Janet Riley of Bethesda; and three grandchildren. "Reds" Bradley Jr., 81, of Gaithersburg, died Oct. 1, 2001, at Casey House in Rockville. Born Dec. 28, 1919, in Washington, D.C., he was a son of the late Edward F. Sr. and Mary Agnes Hanley Bradley. He was the husband of Dorothy E. Bradley. Mr. Bradley was a graduate of Eastern High School in Washington, D.C., and served in the U.S. Army in World War II. He worked as a lineman and installer for the old C&P Telephone Company before retiring after 30 years of service. He was a member of Redland Baptist Church in Derwood, Osiris Pentalpha Lodge in Washington, D.C., and of the Shrine. Mr. Bradley liked to bowl and was an Orioles and Redskins fan. Besides his wife he is survived by three daughters, Diane E. Montgomery of Virginia Beach, Va., Cheryl A. Scalco of Laurel and Mary L. Engel of Gaithersburg; six grandchildren, Robert D. Born Dec. 21, 1914, in Ednor, Md., he was a son of the late George H. and Sarah T. Thompson Richardson. He was the husband of Louise L. Richardson. Mr. Richardson was a graduate of Sherwood High School, Sandy Spring. He served in the U.S. Army, European Theatre, from 1943-1945. He was a life member of the American Legion and also a life member of the Lions Club, and a member of the Boonsboro Lions Club. Mr. Richardson had worked for Pepco in customer relations and retired after 35 years of service. He and his wife owned the R.H. Richardson Insurance Agency in the Olney area for 10 years. Born June 28, 1964 in Silver Spring, she was the daughter of George and Eileen Lafferty Knouse of Shepherdstown, W.Va. Mrs. Bohrer was a graduate of Seneca Valley High School. She was a Montgomery County police officer. Surviving besides her husband and parents is one son, Nicholas Bohrer, of Damascus. Kent Miller III S.W. Kent Miller III, 63, of Germantown, died Friday at his home. Born March 10, 1938 in Martinsburg, W.Va., he was the husband of Delia Rocio Miller. Mr. Miller was a life-long resident of the Washington, D.C. area. He was a graduate of Coolidge High School in Washington, D.C. and Vincennes University in Indiana. He retired as a senior program analyst with the Department of Justice Inspector General's Office in August 1995 after more than 36 years with the Defense and Justice departments. He also retired in January 2000 as a chief warrant officer after almost 45 years in the Army National Guards of Washington, D.C., Indiana, Maryland, and the Army Reserve. Mr. Miller was activated for duty with the National Guard Bureau finance office at Indianapolis during the Gulf War in 1991. His final active duty assignment was with the Defense Finance and Accounting Service as project manager of an A-76 commercial activities privatization study. Surviving besides his wife are two sons, S.W. Kent Miller IV of Middletown and Brian M. Miller of Sharpsburg; one brother, Richard B. Miller of Florida; and two grandchildren. Buchanan, 63, of Damascus died Oct. 9 at the Montgomery Hospice Case House in Rockville. Born Aug. 31, 1938 in Washington D.C., she was the daughter of Thelma Bean Wagner of Salisbury and the late Paul Wagner. Surviving besides her mother are one son, Robert Buchanan of Gaithersburg; one daughter, Lori Hernandez and her husband Antonio of Damascus; grandchildren Marcos, Adam and Lucas Hernandez; sisters Paula Dabbe of Rockville, Barbara Holmes of Hebron, Pat Marcum of Georgia and Janet Willis of Virginia. In lieu of flowers, memorial contributions may be made to the American Cancer Society, 11323 Amherst Ave., Silver Spring, MD 20902 or the Montgomery Hospice Case House, 6001 Muncaster Mill Road, Rockville, MD 20855. *****Oct. 24, 2001***** Mary Ellen Edgerton Pogue Mary Ellen Edgerton Pogue of Chevy Chase died Sept. 19 at Johns Hopkins Bayview Medical Center in Baltimore. She was 96 years old. Born Oct. 27, 1904, in Fremont, Neb., she married Lloyd Welch Pogue on Sept. 8, 1926, in Aurora, Neb., where she spent the latter part of her childhood. She had also spent some of her childhood years in Washington, D.C., and in Lincoln, Neb. Mrs. Pogue received her bachelor's degree in music from the University of Nebraska in 1926. When her family came to Chevy Chase in September 1938, Mrs. Pogue helped form the Potomac String Ensemble as a first violinist. It was composed of two violins, a cello, and a piano. The ensemble performed concerts on many occasions in the Washington area. Among her many hobbies were gardening, genealogy, and history. She was a member of the Capital Speakers Club, Welcome to Washington International Club, Bethesda Community Garden Club, P.E.O. International Sisterhood, Independent Agency Women, Mortar Board Alumnae Club, Montgomery County YWCA, Delta Omicron Music Society, Mayflower Society, and the Governor William Bradford Compact Society. She was also a member of Bethesda United Methodist Church. In many of the organizations of which she was a member, she became a high-level officer or became the president or chair of the organization itself. Many of such organizations gave her outstanding awards throughout her lifetime. A memorial service will be held at 10 a.m. Saturday in the Washington National Cathedral, Washington, D.C. It is planned that all such essays will be published in a book about her life. Emmett R. Pearre Sr. Emmett R. Pearre Sr., 90, of Clarksburg died on Monday at his home. He was the husband of the late Lucille V. Pearre, who died last year. Born on Dec. 20, 1910 in Boyds, he was the son of the late William H. and Alice S. Hickman Pearre. Mr. Pearre was a farmer, painter and wallpaper hanger and was involved in many aspects of home improvement. He was retired from the Marriott Corporation. He was a lifetime member of the Hyattstown Volunteer Fire Department. Surviving are seven children, Emmett R. Pearre Jr. and his wife, Ann, of Frederick, Molly A. Geisbert and her husband, Richard, of Clarksburg, Larry E. Pearre and his wife, Nancy, of Ijamsville, Sally S. Thompson and her husband, Wayne, of Clarksburg, Jason D. Pearre of Thurmont, Donna B. Gordon and her husband, Edward, of Damascus, Jerry D. Pearre and his wife, Elaine, of Clarksburg; 15 grandchildren; 18 great-grandchildren and 5 great-great- grandchildren. Nikita Botkin Nikita Botkin, 75, of Randolph, Maine, died Oct. 15 at the Maine General Rehabilitation and Nursing Care at Gray Birch in Augusta, Maine. Mr. Botkin was born Jan. 8, 1926 in Antibes, France, the son of Gleb and Nadine Konshin Botkin. He was the grandson of the personal physician to the family of Russian Tsar Nicholas II. The Bolsheviks killed his grandfather in 1918, along with members of the Tsar's Family. Nikita's father escaped across Siberia and was rescued by the Japanese. Nikita Botkin's family settled on Long Island, N.Y., where he attended school through high school. Mr. Botkin served in the Navy during World War II. After the war, he worked in advertising for McGraw-Hill in New York City and in local government for Montgomery County until his retirement in 1977. In Montgomery County, he was the head of the county's Division of Printing and Mail Services. Mr. Botkin moved to Randolph, Maine in 1989 where he was active in community affairs. He served as a Randolph selectman from 1992 until 1996. He was safety officer of the Randolph Fire Department. He was a member of the Gardiner Ambulance Committee. He served on the Gardiner Area Wastewater Committee, the Randolph Budget Committee and the Randolph Planning Board. Mr. Botkin is survived by his wife of 23 years, Ruth Botkin of Randolph; four children, Clinton Botkin of Damascus, Kris Cox of Williamsburg, Va., Sandra Holcomb of Damascus and Theresa Kendall of Gaithersburg; three step children John Norris of Mount Airy, Jeanne Norris of Germantown, Jim Norris of Boyds; five grandchildren; 4 step grandchildren; 2 great grandsons; and two sisters, Kyra Botkin of Augusta, Maine and Marina Schweitzer of Great Falls, Va. Bryan Pauline C. Bryan, 75, of Clarksville, died Oct. 10 at Montgomery General Hospital in Olney. Born Nov. 14, 1925, in Maryland, she was a daughter of the late John and Bertha Taylor Creamer. She was the wife of the late Francis T. Bryan Sr. Mrs. Bryan worked as a postal clerk for the U.S. Government before her retirement. She is survived by three children, Francis T. Bryan Jr. of Poolesville, Bruce T. Bryan of Clarksville and Lynn B. Fogle of Overland Park, Kan.; two sisters, Dorothy King of Rockville and Marjorie Worters of California; and four grandchildren and one great-grandson. Funeral services were held Oct. 16 at Muriel H. Wright James Alvin Wright, 78, of Franklin, N.C., formerly of Rockville, died Oct. 5 after a period of declining health. A native of Pensacola, Fla., he was the son of the late James A. Wright and the late Mattie Lee Peeler Wright. He was a retired air route traffic controller for the Federal Aviation Administration, a member of the Franklin Amateur Radio Club and the computer club, and a member of the First Presbyterian Church in Franklin. He served in the United States Marine Corps during World War II. Mr. Wright is survived by his wife of 55 years, Mary Davis Wright; one son, Richard Wright of Horseshoe, N.C.; one daughter, Christine Dunfee of Denver, N.C.; one sister, Millicent Weir of Knoxville, Tenn.; four grandchildren and one great-grandchild; and six nieces and nephews. Memorial services were held Oct. 8 in the Chapel of First Presbyterian Church, Franklin, N.C. Graveside rites will be held at a later date with American Legion Post 108 and the VFW Post 7339 officiating. She was the wife of the late Olie B. Duvall, who died in April 1993. Born Dec. 13, 1917 in Damascus, she was the daughter of Windsor and Louise Tucker Beall. Mrs. Duvall was a member of Bethesda United Methodist Church, the United Methodist Women of the Church and a member of the Browningsville Homemakers Club. She is survived by three children, Bernard L. Duvall of Frederick, Louise McMillen of Damascus, and Donald L. Duvall of Gettysburg, Pa.; 12 grandchildren; and six great grandchildren. She was preceded in death by one son, Robert Duvall Sr. Funeral services were held Tuesday at the Olin L. Molesworth P.A. Funeral Home in Damascus. Burial was in Bethesda Methodist Cemetery in Browningsville. King, 91, of Damascus died Sunday at Lorien Mount Airy of congestive heart failure. He was the husband of Grace Souder King, his wife of 70 years. Born Aug. 16, 1910 in Clarksburg, he was a son of the late Philmore C. and Emma Jane Lydard King. Mr. King served as assistant corporation counsel for the District of Columbia for more than 25 years, retiring in 1967. He was the chief government prosecutor in the District of Columbia Municipal Court for many years and handled a number of high profile cases. He frequently appeared on local television and radio shows in that capacity. After retiring from the government, he continued to practice law for another 25 years in Damascus with his son, John M. King. Mr. King was duly admitted and qualified as an attorney and counselor of the Supreme Court of the United States. Mr. King was a member of the Damascus Lions and Damascus Rotary clubs and attended the Mt. View United Methodist Church in Damascus. Surviving besides his wife are one son, Daniel C. King of Damascus and numerous grandchildren and great grandchildren. He was preceded in death by one son, John M. King. Friends may call today from 7-9 p.m. at the Olin L. Molesworth P.A. Charles Walter Beaver Charles Walter Beaver, 79, of Worman's Mill in Frederick County, died Oct. 24 at his home. He was the husband of Betty Jane Smith Beaver for 56 years. The Beavers resided in Lisbon until 1954, when they moved to Damascus and remained there for 45 years. Born Feb. 19, 1922 in Lisbon, he was the son of the late Paul Beaver Sr. and Catherine Elizabeth Slorp Beaver. Mr. Beaver graduated from Lisbon High School, where he was active in the Future Farmers of America, winning several awards for his activities. He served three years with the Army Air Signal Corp No. 896 during World War II in the European theatre operation. After the war he returned to Maryland to study meat cutting under the G.I. Bill and worked for the Ellicott City Meat Locker Co. and for a short time owned and operated a traveling grocery bus in the Reisterstown area. He later joined Chesapeake Cadillac in Baltimore. In 1954 he joined the Damascus Motor Co. in Damascus working there for 35 years before retiring. He was honored for 24 of those years in the Chevrolet "Legion of Leaders" Sales Award Program. Always active in the community, he was a member of the Damascus Rotary Club for 42 years until transferring to the Frederick Rotary Club two years ago. He was the past president of the Damascus Rotary from 1960-62 and received a "Paul Harris Fellow" award, Rotary's highest honor. Mr. Beaver chaired both Easter Seals and United Giver's Fund Campaigns for the Damascus area in the 1960s. He was a member of Montgomery United Methodist Church and sang in the choir there for 25 years. He served on many church committees and was building finance chairman from 1988-1993 during Montgomery Methodist's $2 million building project. He was a member and past commander of VFW Post 10076, Mount Airy and a member of American Legion Post No. 171, Damascus. Surviving in addition to his wife are two daughters, Joan Buckley and her husband, Bucky, of Frederick and Jean Hawkins and her husband, Andrew, of Morgantown, W.Va.; grandchildren Katie Hawkins of Morgantown, W.Va. and Matt Hawkins of Nashville, Tenn.; sister Ella Mae Hare of Ellicott City; and brother George Beaver of Clarksville. Predeceasing Mr. Beaver were brothers Howard Sr. and Paul Beaver and sisters Gladys Beaver, Anna Brosenne and Marie Underwood. A combined memorial service was held Friday at Montgomery United Methodist Church by the VFW, American Legion and Rotary Club. Funeral services were held Saturday at the church. Burial was in Crestlawn Memorial Gardens in Marriotsville, Md.
