Mr. Keefer was born Sept. 5, 1925, in Carroll County. He graduated from Mt. Airy High School in Mt. Airy and matriculated into the University of Maryland, where he received a bachelor's of science degree in agriculture in 1953. Mr. Keefer also received a master's degree in agricultural economics and eventually completed coursework for a doctorate in economics. From 1953 to 1955, Mr. Keefer served in the Air Force. He later joined the Reserves and retired as a colonel. While serving in the Reserves, he also had a career as an international economist at the Department of Agriculture with the Foreign Agriculture Service Branch, where he served in the distribution of food to underdeveloped countries. He traveled extensively in this service to numerous countries, including Africa, Asia and most recently, Russia. Mr. Keefer was also a member of several organizations, including the National Association of Retired Federal Employees; Reserve Officers Association; Sojourners, a military Masonic organization; and the National Economist Club. He was a member of University United Methodist Church in College Park. Mr. Keefer and his wife, Mary, were married in 1953 at the University of Maryland chapel in College Park. In addition to his wife, survivors include his two children, James F. Keefer Jr. of Lebanon, N.J., and Kimberly Keefer Nugent of University Park; and two grandchildren, Andrew James, 6, and Caroline Mairead Nugent, 5. Services were held Nov. 12 by Gasch's Funeral Home in Hyattsville. The interment service was held at Ebenezer United Methodist Church Cemetery in Winfield in Carroll County.
