Eugene C. Thomas
  Eugene Cecil Thomas, 63, a 40-year employee of the University Park Public 
Works Department, died at Prince George's Hospital Center after a brain aneurysm 
Nov. 18.
  "He had an incredible institutional memory," said University Park Mayor John 
Brunner. "He watched youngsters grow up and remembered where they lived for 
years."
  He was the mainstay of the Public Works Department, Brunner said. "He had a 
'can do' approach to work," he said.
  Mr. Thomas was honored last year in a ceremony for 40 years of service to the 
town but said he had no plans of retiring. 
  Thomas was a Cedar Heights resident, and raised dogs, carrier pigeons and 
other animals.
  He leaves behind one daughter, three brothers, eight sisters and several 
nieces and nephews.
