Mrs. Ragan was born in Chicago. She earned a bachelor's degree from the Sherwood School of Music in Chicago and taught music in New Orleans before moving to Washington in 1933 to work for the Treasury Department. Besides adjudicating claims involving lost and stolen federal checks, Mrs. Ragan taught Treasury Department policy to graduate students as interns on government training programs. She received the Treasury Department's Albert Gallatin Award for meritorious services. Mrs. Ragan was president of the League of Republican Women of D.C. from 1971 to 1973. She was a former regent of the D.C. society of the Daughters of the American Colonists and an honorary state regent of the D.C. society of the Daughters of the American Revolution. She also served as vice president general of the national society of the Daughters of the American Revolution. g She was a trustee of the Capitol Historical Society and a member of the Columbia Historical Society, the Freedoms Foundation at Valley Forge, the D.C. Court of Assistants and the National Society of Women's Descendents of the Ancient and Honorable Artillery Company. She attended St. Alban's Episcopal Church. The widow of John J. C., of Mrs. Bertram Skelding, daughter of Rev. John G. Ames, superintendant of the document division of the Interior Department. Her mother was Mrs. Elizabeth Delano Ames, a daughter of Columbus Delano, who was Secretary of the Interior in President Grant's cabinet. Mrs. Skelding was twenty-eight years of age and the wife of Bertram Skelding, a prominent business man of Wilmington. She was operated on for appendicitis and the operation proved fatal this morning. Her body was discovered about 11 a. m. by a maid, Ruth Blankenbacker, who had gone to the room to clean. Miss Smith was pronounced dead at the scene by an Emergency Hospital staff doctor. Police said several notes, indicating despondency over ill health, were found in the room. They were addressed to her father, Paul Smith, 1508 Webster st. nw., according to police. Deputy Coroner Christopher J. Murphy issued a certificate of suicide. Police said Miss Smith had roomed at the Decatur st. address for about three months. Leigh Winters, 80, an Alexandria real estate broker, died of pancreatic cancer Jan. 12. He was born in Manila. As a child, he moved frequently with his parents around Asia and attended various private and public schools in Australia; China; Utica, N.Y.; and San Francisco. After a brief enlistment in the merchant marine and the Navy, he entered the Naval Academy in Annapolis, graduating in 1940. His first duty was aboard the aircraft carrier USS Enterprise, which narrowly escaped attack by Japanese fighters en route to Pearl Harbor on Dec. 7, 1941. Cmdr. Winters participated in the Doolittle Raid on Tokyo in April 1942, the Battle of Midway, and the Marshall and Gilbert Islands counterattack. He and his shipmates on the Enterprise were awarded a Presidential Unit Citation. Cmdr. Winters also served as executive officer of the USS John Rodgers, executive officer of the USS Compton, and commanding officer of the USS Russell. After the war, he was commanding officer of the USS Spear, staff member of the General Line School in Newport, a gunnery instructor, and founder and chief of the U.S. mission to Haiti in 1949-50. During the Korean War, Cmdr. Winters was executive officer on board the USS Talladega, followed by command of the destroyer Shields. His final assignments were with the Office of Naval Intelligence as naval attache in Istanbul, and director of training for naval intelligence at the Pentagon. The day after his retirement in 1960, Cmdr. Winters joined Hicks Realty in Alexandria as a salesman. He quickly reached the "Million Dollar Salesman's Club" of Virginia. He served as broker and manager of Town & Country Real Estate before founding 4 Seasons Realty with his wife, Dorothy Grigsby Winters, in 1967. In addition to his business, he also served on the Northern Virginia Board of Realtors in the late 1960s. In addition to his wife, he is survived by daughters Sandra Leigh Winters of Key Biscayne, Fla., Wendi Winters of Montclair, N.J., Dana Rengers of Alexandria and Debra Winters of Alder Point, Calif.; also a sister, Jessica Bennett Dick-Reade of Adelaide, Australia; seven grandchildren; and three step-grandchildren. A memorial service was held yesterday at the Old Post Chapel of Fort Myer followed by burial with full military honors at Arlington National Cemetery. The family suggests that expressions of sympathy be in the form of donations to the Naval Academy Class of 1940 Fund at the Academy in Annapolis.
