Memberships: Charter member and one of the founders of the Severna Park Elks Club, adopted member of the Easton Elks Club, Past President of the MD Turf Association, member of the St. Andrews Society of the Eastern Shore. Spouse: Joyce Foster Date of Marriage: June 7, 1985 Also survived by: four children, William Hill Cocke Foster and his wife Evelyn of Texas, Thomas C. Tyler, Jr. and his wife Bridgette of Denton, Julia L. Schneberger and her husband Mark of Finksburg, and Alisa M. Tyler of Pasadena; a brother, Samuel D. Foster, III and his wife Deborah of Annapolis; two sisters, Helen Bradley Foster and her husband Fred Cooper of Minneapolis, MN and Terry Richetta; and three grandchildren, Thomas C.
