It seem that he didn't know which start or stop his counting. I know that in 1850 Appelton was part of Waldo, so I'm not sure why the double count one started at 1 the other started at 200. But the numerator couldn't keep either one straight, he missed his counted several times . I've included both counts, and the errors that occured, I'm not sure which one you want to use. I've tried to fill in all the columns properly to minimize your work.
