He was 89. He was born on Jan. 1, 1914 in Waldron to James Erwin and Lena Kenney Howe. He was preceded in death by his wife of 65 years Wilma Mayo Howe who died in September 2002. Mr. Howe's early education was in a one-room rural school. A graduate of Eastern Michigan University, he received his masters' degree from the University of Michigan in 1938 and his doctorates in education from Northwestern University in 1947. He taught high school science and math before assuming administrative career positions as: principal of Mt. Clemens elementary school, chairman of the department of education at State Teachers College, New Paltz, N.Y., Director of Graduate Studies at the National College of Education, Evanston, Ill., and Dean of the School of Education at the University of North Carolina-Greensboro. He was president of Greensboro Kiwanis Club, a member of West Market Street United Methodist Church, Frankfort United Methodist Church and First Parish Church in Brunswick, Maine. During his three years with the United States Navy in World War II, he spent one year as education services and training officer with the commander of the Western Caroline Islands, being stationed at Peleiu in the Palau Islands. In 1951-1952 he served in Japan as educational consultant for the allied powers supreme command. At the national level he was an officer with the National Congress of Parents and Teachers and was invited by the American Association of Colleges for Teacher Education to go to India in 1963 to observe the teacher education program and inter-cultural exchange programs in India. He was a participant in the 1965 White House Conference on Education. His continuing interest in near and far east cultures lead him to accept his final professional assignments as an Education Consultant for U.S. State Department Agency for International Development teams in Kabul, Afghanistan, Ankara, Turkey and Saigon, Vietnam. He retired from the Foreign Service in 1976 and returned with his wife to Frankfort and recently to Topsham. In addition to being a Red Cross volunteer, he was an active 10 year Income Tax Assistance Program Volunteer for his community. His life-long gardening hobby brought to his family and neighbors an endless supply of lovely flowers and beautiful landscaping everywhere he lived. Survivors include sister, Eunice Marie Kidd of Kennesaw, Ga.; sons, David W. Howe of Nashville, Tenn. and Daniel Bo Howe of Pagosa Springs, Colo.; daughter, Katherine Howe Totten of West Bath, Maine; five grandchildren; three great granddaughters; and numerous nieces, nephews and cousins. He was preceded in death by his wife, Wilma; and brother, Everett Bo Howe. Services are 1:30 to 2:30 p.m. Saturday at the Highlands of Topsham, Maine, Lodge living room.
