Grand Rapids Herald September 17, 1899
Portland, Mich. Sept 16 - Portland has voted to bond for $18,000 to purchase 
the water plant now owned and operated by the Portland Water company of New 
York city. The plant has been in operation for ten years under the old 
management. The vote was light there being but 200 votes cast and but 17 
against the proposition.
