J. Foss Amount to be paid $5.25 photo FRED J. VOSS Commissioner of Finance Candidate for Re-Election I have served the people of this City as Commissioner of Finance for the past four years. During that period a great many important questions have arisen. I have exercised my best judgment upon all matters as they came up, and if re-elected will continue to give the finances of the City, as well as other matters, my best efforts and judgment. FRED J. VOSS The Duluth Rip Saw Apr 7, 1917 pg 1 Voss and Phillips Elected to the Council Fred J. Voss was re-elected city commissioner by a good margin. .... While Fred J. Voss did not roll up the majority that he often has done, he pulled through with about 400 votes to spare. The common people resented keenly his reactionary votes during his last four years of office as well as his brutal treatment of Commissioner Merritt. But Little Tammany, the Germans, the Wets, the bankers and many of the merchants stood by him and he won a signal victory. Many an old friend and admirer voted against Mr. Voss for the first time in 25 or 30 years. They probably incurred his lasting enmity but such men feel that their first duty is to the city rather than to the man. Mr. Voss is unfortunae in being unable to avoid plying both local and national politics day in and day out. He has learned to grasp the main chance and is well off in money and property. Mr. Voss's great failing is an unconscious desire to boss the entire city hall. This characteristic caused much friction the past four years and, undoubtedly, will produce some brillian fireworks after the new council is organized. As an official, responsible for the city's money, Mr. Voss is safe and honest.
