On this 16th day of June A.D. one thousand eight hundred and fifty five, personally appeared before me, a Justice of the Peace, duly authorized to administer oaths within and for the county and State aforesaid, William Foren aged 62 years, a resident of Greene County in the State of Missouri who being duly sworn according to law, declares that he is the identical William Foren who was a private in the Company commanded by Captain Huffmans in the Regiment of Virginia Militia commanded by Col. McDowell in the war of 1812, that he Enlisted the service at Lexington Virginia on or about the 5th day of July A. D. 1814 for the term of six months and continued in actual service in said war for the term of six months and was honorably discharged at Norfolk Virginia on the 10th day of January A. D. 1815 on account of the Expiration of the Term of service as will appear by the muster rolls of said Company. He makes this declaration for the purpose of obtaining the bounty land to which he may be entitled under the "act granting additional bounty land to certain officers and soldiers who have been engaged in the military service of the Untied States," approved March 3, 1855. And refers to his former declaration made under the act of 28th September 1850 upon which he obtained a Land Warrant No. 90742 for 40 acres, which he having legally transferred and disposed of, is not within his power to now return. He further declares that he has not received a warrant for bounty land under any other act of Congress, nor made any application therefor, than the one above referred to, under act of 28th Sept 1850 upon which he obtained the said Land Warrant, No. 90742 for forty acres, and the new one presented. his William X Foren mark Sworn to and subscribed before me the day and year above written; and I hereby certify that I believe the said William Foren who signed and executed the above declaration, and is now present to be the identical man who served aforesaid, and he is of the age above stated, and that I have no interest in said claim. Jarratt citizens of the said County and State aforesaid, who being duly sworn, depose and say that they are personally acquainted with William Foren and that he is the person who signs and executes the within declaration. Alfred M. Julian Higdon R. Jarratt Sworn and subscribed before me this 16th day of June A. D. 1855; and I certify that the said Alfred M. Julian and Higdon R. Jarratt are credible and respectable citizens. Peter A. Henson, J.P. ******************************* Circular F. PENSION OFFICE April 17, 1856 SIR: In all applications for bounty land under the act of March 3d, 1855, the signature of the applicant must be attested, and his or her personal identity established by the affidavits of two witnesses, whose residences must be given, and whose credibility must be sustained by the certificate of the magistrate before whom the application is verified. The best evidence of identity is the affiant of the witnesses, or the certificate of the magistrate to the same, as a matter within their personal knowledge. Statements of belief merely will not be sufficient. If, however, the witnesses or magistrate cannot state from personal knowledge, statements of belief, with grounds of such belief, will be received. If from acquaintance, the particulars of the acquaintances should be stated, so that it may be seen how far they warrant the belief stated. So if from other grounds. The accompanying form is the proper one where the identity of the applicant is within the personal knowledge of the magistrate. It can be varied according to the circumstances, but must be in conformity with the foregoing instructions. Jarratt residents of Greene County, in the State of Missouri, upon our oaths, declare that the foregoing declaration was signed and acknowledged by William Foren in our presence, and that we believe, from the appearance and statements of the applicant, that he is the identical person he represents himself to be. Jarratt Sworn to and subscribed before me on the day and year below written; and I certify that I know the affiants to be credible persons; that the claimant is the person he represents himself to be, and that I have no interest in this claim. Craken [McCracken?] clerk of the County Court within and for Greene County do hereby certify that Joseph Headlee whose Genuine signature appears to the foregoing certificate is and was at the the of signing the same an acting Justice of the Peace duly commissioned as such and that full faith and credit are due his official acts as such.
