Mr. Boggess was born June 11, 1924 at Omaha, Neb. He had been a resident of Portland since 1986. He was a manager of business development for Westinghouse until his retirement.   He was a veteran of WWII and a member of the 1946 U.S. Naval Academy class. He served until 1954.   He was a member of the First Presbyterian Church of Portland, where he served as chairman of the board of elders. He built the Alder House Low-Income Housing Facility at First Presbyterian, as well as serving on the mission board and as chair of the Friendly House Board.   He married Jean Boggess on Feb. 10, 1951. She survives. Other survivors include three daughters, Jillean B. Bidelman, Garden Grove, Calif., Joy B. Delgado, St. Petersburg, Fla, and Jeanette Boggess, Portland; a brother, William S. Boggess, Naples, Fla.; and seven grandchildren.   Services will be held at 2 p.m. Wednesday, Feb. 21 at First Presbyterian Church, 1200 SW Alder, Portland.
