He was born in Washington College, Tenn., July 23, 1944, the son of the late Jess Paul Payne, Sr., and Gladys Stockton Payne. He was a mechanic and was of the Methodist faith. Mr. Payne was a veteran of the U.S. Army. In addition to his parents, he was preceded in death by two daughters, Tracy and Paula Payne, and one brother, Joe Payne. Survivors include his wife, Betty Ann Lightcap Payne of the home; four sisters, Thelma Huffman, Karen Duncan, and Mary Payne, all of Statesville, and Regina Truitt of Lincolnton; two step-children; two step- grandchildren; three neices; and five nephews. Funeral services were conducted Sunday, December 14, 2003, at the Chapman Funeral Home Chapel in Stony Point with Rev. Jeffrey L. Williamson officiating. Burial followed in the Mt. Sinai Evangelical Methodist Church Cemetery in Statesville with military rites provided by V.F.W. Post 10,000 of Hiddenite. Memorials may be made to Mt.
