He was born Aug.2,1919 in Iredell County, son of the late Lonnie Pinkney Payne, Sr. and Sadie Austin Payne. He was a veteran of W.W.II having served in the U.S. Navy. He was retired as chief operator of water pollution and control, Fourth Creek Plant, City of Statesville. He was married to Beluah Tucker Payne, who survives. Also surviving are one son Charles David Payne and one grandson, David Darren Payne of Stony Point, Alexander Co; two brothers, Thomas Payne of Statesville and Charles Payne of Charlotte; three sisters, Mrs Nancy Payne Hager of Charlotte,Mrs. Helen Payne Lentz and Mrs. Margaret Payne Carter, both of Statesville, NC. Funeral services will be conducted at Monticello United Methodist Church of which he was a member. Burial will follow in the Concord Presbyterian Church cemetery.
