Anson County, NC - Edward A. Pipkin - Postmaster, 1922 How Republicans Pick Appointees Keep Dipping Until They Find Republican for Job Will Not Make Selection When Democrats are only Eligible Available By H.E.C. Bryant Washington, Aug 26 - John T. Boyle, secretary of the civil service commission, in a letter to Senator Overman on the MaFarlan case, has made clear how the republicans keep on until they get one of their own faith for postmaster. They fish for him as it were. Mr. Boyle says the postoffice department can take the only eligible, but does not have to do that, as it is allowed to pick from the three. He also wrote that ex-soldiers had preference, but not five points added to their score. In part he told Mr. Overman: "The result of an examination held July 1 to fill a vacancy in the position of fourth class postmaster at McFarlan, Edward A. Pipkin, who made a rating of 79.60 was the only eligible obtained. Mr. Pipkin's name was certified to the postoffice department on July 25. At the time the certificate was issued, the department was informed that Mr. Pipkin had been granted military preference in connection with his application under the provision of the deficiency act of July 11, 1919. The department, however, on August 10, 1922, returned the certificate and requested that it be furnished with a full list of three eligibles from which to make selection. "The department under the rules is not required to make selection from less than three eligibles, but may do so. "An examination has accordingly been announced to be held October 7, in an effort to comply with the department's request. Mr. Pipkin's name will be considered for certification to fill the vacancy in connection with the names of those persons who may pass the pending examination. "It may also be stated that persons who have been granted military preference in connection with their applications for fourth class postmaster do not have five points added to their earned ratings in an examination. However, they are required to attain an average percentage of only 65 in order to be eligible, and when eligible their names are placed in the order of their grades ahead of those not entitled to such preference." This clears up several points of interest to applicants for postoffices.
