To the Hon Board of Commissioners of Bertie
County.  Your Petitioner W D Rice asks of you
to Grant him permission to retail Spirituous
Liquors in Windsor N. C. in quantities One
quart and less from the 1st day of January 1889
to the 1st day of July 1889.

We the undersigned recommend to the Board
of County commissioners of Bertie County
W D. Rice as a man of good moral character
and a suitable man to sell Liquor.
