Governor Kitchin revokes the conditional pardon granted William Lowder of 
Burke county last April. Lowder was serving an eighteen months' sentence for 
selling whiskey and had served about a year. The Governor finds Lowder has 
been violating the conditions of his pardon by selling whiskey and so remands 
him to Burke jail to serve out the remainder of his sentence. This is the 
third pardon Governor Kitchin has revoked. Two of these pardons were granted 
by him.
