The Hon. Bartlet Yancey, of Caswell having refused to accept the appointment 
of judge, His excellency the Governor will be under the necessity of again 
convening his council. It is understood the cause of Mr. Yancey's declining 
the appointment did not proceed from any scruples of the Governors 
constitutional right to appoint.
