Savage was born to Elisha and Charlotta Savage Aug 19, 1868 in Stokes County, N.C. He was first in the coal business in Wise County, Va., in 1891, and operated merchantile businesses later at Elk Park, Black Mountain, Old Fort and Whitley County, Ky. From 1910-1915; was in the wholesale grocery business in Cornelia, Ga., and Franklin. 1916; went to Murphy and operated a merchantile business until 1921. With his brother W.A. Savage, he operated the Regal Hotel in Murphy from 1921 to 1941. He was active in civic and community affairs in Murphy and Cherokee County, promoting the survey of iron deposits in the county, rights-of-ways for the state highway, and pledges for the Great Smoky Mountains National Park. He was deacon and treasurer of the Presbyterian Church for 20 years and operated a small hotel with his wife since 1947 in Murphy. In 1891, he married Susan Emma Hines and together they had two adopted sons; George R. Savage, who was his younger half brother; and William Burt Cook Savage.
