I therefore pray your Honorable body will take up the said petition and grant such relief to your petitioner as you may in your Wisdom deem right. Huah ??? ______________________________________________________________________ 14 Nov 1789 To the Honorable the General Assembly of the State of North Carolina The petition of Winston Caswell, son and the only Executor of the Honorable Richard Caswell Esquire Deceased, who is of Lawfull age, humbly showeth, That your petitioner’s father the late Richard Caswell Esquire who he now Represents had the Honor of serving this State as Governor through the years 1777, 1778, & 1779 in the last two years of which time, the Dollar money of the State greatly depreciated in value, and altho your petitioner has the greatest reason to believe it was the intention of the General Assembly to make him, the late Richard Caswell an adequate allowance in his salaries, yet at the end of those two years, he did not receive so much as was intended, as your petitioner – conveys?- for the salary owing to such Depreciation. And as it has been the Wisdom of the Legislature to make good the depreciation in salaries and other public allowances to the other prinicupal officers of the State, your petitioner flatters himself that the same justice will be extended to him on behalf of the Estate of his Father, more especially as he filled that Appointment in the most perilous times and his zeal and attention to the public interest were Equal to any of the servants of the State. And as your petitioner stands charged on the Comptroller’s books for about nine hundred pounds which was part of the monies drawn in his name as private Secretary to his deceased father when last Governor to defray the drafts of Indian Commissioners which monies he never had but it was drawn by the then Governor, who intended to make himself accountable. To Whom was referr’d the petition of Winston Caswell. Report That from the face of the petition it appears that the said petitioner charges this State with the Sum of 2153.8.5 due to the estate of the late Governor Caswell deceased for depreciation of pay as Governor while exercising the duties of that office, the said petitioner also States that he stands charged on the Comptrollers Books the sum of 900 pounds and wishes the Legislature to allow a sum to the Estate of the said Governor Caswell sufficient to balance his Accounts with the public, (several words may have been marked through and not readable) be of opinion that the sum of 2153.8.5 ought to be allowed from which your Committee are of opinion that the said Winston Caswell has brought forward this Account merely to enable himself to settle his Public Debt and not with a view of doing Justice to the Heirs of the said Governor Caswell deceased. Your Committee are further of opinion that the said Richard Caswell hath been amply rewarded for his services as Governor of this State, and do therefore reject the prayer of the petition.
