Glasgow County, NC - Stephanus Sheppard & William Andrews, 1795 State of North Carolina By Richard Dobbs Spaight, Governor (L.S.) Captain-General and Commander in Chief in and over the said State A PROCLAMATION Whereas information hath been made to me that a certain Stephanus Sheppard and William Andrews, both of the county of Glasgow, have been concerned in forging certain grants for western land, and disposing of the same : to the end therefore that the said Stephanus Sheppard and William Andrews may be brought to Justice for so flagrant a violation of the laws. I do issue this proclamation, offering a reward of ONE HUNDRED POUNDS to any person or persons, who shall apprehend and secure either the said Stephanus Sheppard or William Andrews in such manner as that they may be brought to justice. Stephanus Sheppard is about five feet eight or nine inches high, twenty-five years old, slender made, ruddy countenance, short black hair, and hath lost his left arm, which was amputated between the elbow and shoulder - William Andrews is about six feet two inches high, thirty-five years old, stout made, and inclined to be fat, ruddy countenance and light complexion. In Testimony whereof I have hereunto set my hand and caused the great seal of the State to be hereto affixed at Raleigh this 6th day of February A.D. 1795 and in the 19th year of our independence.
