[ROBERT] SHEPHERD is charged with the murder of a negro man slave, in Halifax County, North Carolina. The proclamation of the Governor of that State, offering a reward of $100 for the apprehension has been published in the Whig. -- This man appears to be an old offender against the laws of humanity and justice, as he is described as carrying in his left hand the letter (M), which he is no doubt compelled to hold, for the commission of Manslaughter, at a former period. Nature, it seems, has contracted two of his fingers on his hand, perhaps to conceal from the world this brand of infamy; and it was to have been hoped that the letter (M) would have served him as a perpetual memento against the commission of future crimes. -- NASH.
