(The Coastland Times - Thursday, November 13, 1997; pg. 10A) ------------------------------------------------------------------------ SPENCER, Carl Baxter PORTSMOUTH - Carl Baxter SPENCER, 77, of Portsmouth and formerly of Raleigh, N.C., a noted naval shipyard administrator, died Thursday, April 14, 1994, in Sentara Norfolk General Hospital. A native of Swan Quarter, N.C., Baxter Spencer lived in Portsmouth since 1946, when he moved to Virginia to begin his 32 years of civilian government service with the Norfolk Naval Shipyard. In the shipyard he advanced from a statistician to Director of Management Engineering, management analysis officer GS-14. Upon his retirement in 1973, he was awarded the Navy's Meritorious Civilian Service Award, the highest civilian award available for his outstanding service and accomplishments. He was on the staff of 16 different admirals during his career and also headed a national panel which reorganized the 11 major naval shipyards in America. Baxter Spencer was president of the Naval Civilian Administrator's Association, both at the national and local levels. He was president of the Industrial Management Club at the city and state levels. He was president (1962-63) and vice president of Elizabeth Manor Golf Club; founder and top official of the Eastern Amateur Golf Tournament; director of the National Jaycees Golf Tournament (1960); founder of the Tidewater Retired Men's Golf Association and president of that organization for more than 24 years, including 1993-94. He was also an active member of Cedar Point Golf Club and winner of the 1988 Men's Senior Club Championship (also 1990 and 1984 runner up). Besides his love for golf, Baxter Spencer was a champion chess player, winning the 1948 Class A Chess Championship for the state of Virginia. He was a 1933 graduate of Broughton High School, a 1937 graduate of Wake Forest College and did graduate work at N.C. State Institute (1939) and Wharton School of Business at the University of Pennsylvania (1954). He was a veteran of World War II, having served in the merchant marine. Carl Baxter Spencer was most beloved by his family and his surviving wife, Julia Mills Farish Spencer (formerly of Raleigh, N.C.) and his two daughters, Lynn Spencer of Chesapeake and Julia Spencer Moutran, Ph.D. of Avon, Conn. Granddaughters include Meredith Spencer Moutran and Melanie Blair Moutran of Avon, Catherine Julia Esau and Laura Elizabeth Wilson of Virginia Beach. He is also survived by three brothers: Richard Payne Spencer of Carmel, Calif., Walter Lee Spencer of Stockton, Calif., and John Graham Spencer of Raleigh; two sisters, Alice Spencer Stone of Murietta, Calif., and Evelyn Spencer Hamrick of Kings Mountain, N.C.; a son-in-law, Alan Moutran of Avon; and a great-granddaughter, Erica Farish Winslow of Virginia Beach. A funeral service will be held today, April 16, at 2 p.m. in Monumental United Methodist Church by the Rev. Arthur Wingfield. He was a veteran of WWII, having served in the US Marine Corps, and a member of the American Legion. He had retired in 1982 from the Weyhaeuser Paper Company, where he had worked for 20 years, and was a member of the Riverside Baptist Church. Mr. Spencer was a Mason, and a member of the Mattamuskeet Masonic Lodge #328, AF & AM. Mr. Spencer was born in Philadelphia, Pa., and retired from the N.C. Dept. of Transportation Ferry Division. He was also a commercial fishermen. Mr. Spencer was a member of the Ocracoke Assembly of God, American Disabled Veterans, Retired Government Employees and a U.S. Army veteran of World War II. He was the son of the late Robert Washington and Minnie A. Spencer and the husband of Joyce M. Spencer of the home. Besides his wife, surviving are two daughters, Joy Crawford of Eatontown, N.J. and Roberta Litka of Elizabeth City; one son, Jeffe F. Spencer of Ocracoke; three sisters: Audrey Buskirk of Morehead City, Peggy S. O'Neal of Ocracoke, and Mary Louise Gray of Avon; and 3 grandchildren: Robert, Megan and Spencer. SPENCER, SR., 80, of the 700 block of W. 38th St. died July 21, 1997, in his residence. A retired longshoreman for Local 1248, he was a Hyde County, N.C., native and a member of New Calvary Baptist Church. He was a U.S. Navy veteran of World War II. Survivors include two sons, Robert F. Spencer Jr. of Norfolk and William B. Mrs. Spencer was a native of Ocracoke, the daughter of the late William and Mrs. Ruth Bragg Forbes and the widow of Murray Spencer. She was a retired clerk for North Carolina Department of Transportation, Ferry Division. She is survived by one daughter: Margaret Farrow of Frisco; one son: William Nathan Spencer of Ocracoke; one sister: Patsy Williams of Ocracoke; one brother: Edward Willis of Morehead City; 5 grandchildren and 1 great-grandchild. She was the daughter of the late Newton and Emmie Langston Wise and the widow of Benjamin Early Spencer. Mrs. Spencer was a member of the Ocracoke United Methodist Church. She graduated from Atlantic Christian College with a degree in education. She retired from the North Carolina School System. She began her teaching career in the Almance County district and the Pamlico County area. She spent the rest of her teaching career at the Ocracoke School as a teacher for 24 years and principal for two years. Mrs. Spencer is survived by three half-sisters: Amber Ballance of Ocracoke, Stella Saunders of Chesapeake, Va., and Bettie Rice of Arapahoe; two half-brothers: David C. Hardison of Falls Church, Va. and Albert U. Hardison of New Bern. Mrs. Spencer was preceded in death by one brother, Leon "Dunk" Wise, and a half-sister, Minnie Manning. She worked for 23 years with the cafeteria staff in the Camden County Schools prior to her retirement. She attended the South Mills United Methodist Church and was the widow of Wiley F. Spencer. She graduated from Duke University in 1927, was a teacher in the Hyde County schools for 10 years, having taught in Engelhard, Swan Quarter, and Fairfield. She later worked with the Social Security Administration in Washington, D.C. for 29 years, retiring in December 1964. She was a member of the United Daughters of the Confederacy, National Retired Federal Employees Assn., the Half Century Club of Duke University, a recipient of a lifetime teaching certificate, and was a lifelong member of Amity United Methodist Church at Lake Landing. Surviving are a sister, Bette Adams Swindell, a resident at Cypress Glen Retirement Center; several nieces and nephews. Born in Swan Quarter February 20, 1935, he was the son of Marjorie Midyette Swindell of Engelhard and the late Melvin Massey Swindell. He was educated in Hyde County schools, attended the University of North Carolina at Chapel Hill, graduated from Atlantic Christian College in 1958 with a degree in business administration. He was a charter member of Iota chapter of Sigma Phi Epsilon fraternity where he remained active through the years. Residing in Baltimore, Maryland for a number of years, he worked with a wholesale distributor for Armstrong floor coverings, worked as a salesman traveling on the Eastern Shore of the Delaware and Virginia area. He was later promoted to Hampton/Newport News area with the company. In the late 1960's he accepted a position with Connecticut General Life Insurance Co. as an estate planner for 10 years and later owned and operated his own insurance agency for 3 years. He later designed and managed a purchasing, shipping, receiving and packaging business in Norfolk to provide computer parts for ships with U.S. Navy, and in 1985 he returned to Hyde County and worked with the N.C. DOT until his retiring on disability in 1996. A long active Methodist, he was a member of Soule United Methodist Church. During the years in Virginia, he was active in Bethany United Methodist Church where he taught Sunday School for many years. He was also a Mason, member of St. Tammany Lodge #5 in Hampton, Va., and the Order of the Eastern Star, Hyde Chapter #213 in Engelhard. Surviving in addition to his mother are a son, Gregory Alan Swindell, a U.S. Navy pilot stationed on the aircraft carrier USS Roosevelt in Norfolk, Va.; a daughter, Jeanne Allison S. Wilson of Chesapeake, Va.; their mother, Ruth H. Swindell of Newport News, Va.; a brother, Roger Swindell of Swan Quarter; a sister, Gloria S. A native of Hyde County, she was the daughter of the late C. Leo and Dora Cox Gibbs. She was the widow of Joseph G. Swindell. Mrs. Swindell graduated from the former Lake Landing High School and East Carolina Teacher's College (now East Carolina University). He was past president of Hyde County Farm Bureau and served on the board of directors of Production Credit Association for eight years. He was a charter member of Swan Quarter Lions Club and was a Lion for 55 years. He was an organizing member of Mattamuskeet Guide Association and served as the first president. She had also been preceded in death by a son, Metrah Blair Swindell. A former postmaster of Swan Quarter from 1933-1963, she was a charter member of the N.C. Postmasters Association and a former vice-president; a charter member of the Swan Quarter Women's Club, chairman of the committee which formed the George Library, charter member of Swan Quarter Chapter #232 Order of the Eastern Star, and a former Worthy Matron, a charter member of the Greenville Chapter of White Shrine, a charter member of the Southern Albemarle Association, a charter member of the Swan Quarter Chapter of Rebekahs, first president of Hyde County March of Dimes, a member of the Ladies Auxiliary of Pungo District Hospital, charter member of Hyde Rural Health Association, recipient of the Governor's Volunteer for Public Service in 1981, recruited for Lifeline, and was a lifelong Democrat. He served in the armed forces and spent most of his working years in New York City where he retired as accounts executive with Sunkist Corporation. He returned to his beloved Fairfield to reside in his homeplace, and was very active in church, civic and community affairs, often providing assistance with music either vocal or accompaniment. He was a member of the Fairfield United Methodist Church. He had spent these last three years living near or with family members in Raleigh and Hobgood.
