Memorial begs leave to state that he was in the year 1777 appointed Capt. of a company of militia for Nine Months Men as they were called raised within the County of Granvill destined for the defence of the United States which company of men were raised & with which as Capt. thereof he entered into the service marched & counter marched as directed by his superior officers and ultimately marched to Charleston in the State of South Carolina where he finished the sd Tour of Nine Months service with great fatigue & risque and the loss of the greater part of his men and at very great expense to himself & for which service &c he never received any thing more than the nominal wages of little or no value. Your Memorialist further sheweth that when the Commissioners appointed by the General Assembly set at Hillsborough in the year 1792 for settling & liquidating the accounts of the soldiers, Your Memorialist made out an account of his claim for the services afs'd proved it & sent it forward to the sd Commissioners then siting at Hillsborough by Alexander Nelson who was going there on other business of the like kind who on his return to the County of Lineor informed ye Memorialist that he could not get his claim allowed as the Commissioners conceived themselves authorized to settle the claims of the soldiers only & not those of the Officers whereby your Memorialist remains unsatisfied in any manner whatever for the services rendered as afs'd and therefore begs leave to submit his case to your honorable body for that Justice which he conceives himself justly intitled to and entertains no doubt redress The Committee to whom was referred the petition of John Farrar report that they conceive it not in their power, without great impropriety, to allow the claim of the petitioner, until some General plan shall be adopted for the settlement of soldiers claims. They therefore recommend that said petition be rejected.
