Town Monthly Minutes Page 125 Troy, N. C., April 19th, 1912 The Commissioners for town of Troy met in called session on above written date, the following members being present: C. J. Poole, Mayor Dr. J. A. Siske} Commissioner Dr. S. H. McCall} Commissioner J. C. Hurley} Commissioner Z. F. Cranford, Marshall Ordered by the board that W. L. Hurley be allowed claim for Horse Service during the years 1901 and 1910 for $40.00 and a plow complete $2.40=$42.40. Ordered by the board that W. R. Green and his bondsmen be released of the taxes for the years of 1909 and 1910 not already heretofore released, except $121.89 solvent & collectable taxed still within the bounds of his jurisdiction and $18.14 good, solvent and collected taxes of parties leaving the bounds of his jurisdiction while in possession of tax books, iou’s not acted upon by the board. C., May 6, 1912 The Commissioners for the town of Troy met in regular session date above written, the following members being present: C. J. Poole, Mayor R. T. Poole} Commissioner Dr. J. A. Siske} Commissioner Dr. S. H. McCall} Commissioner J. C. Hurley} Commissioner Z. F. Cranford, Marshall Ordered by the board that the Mayor investigate release in taxes as allowed Mrs. R. O. Fry by County Commissioners and issue claim for reimbursement for said Mrs. R. O. Fry’s School and town taxes for year 1911 in same scale as released by County Commissioners. The matter of building sidewalk on street by way of Judge Wade’s residence was agitated and after some deliberation the matter was deferred until Monday night, May 13. Page 127 Troy, N.C., June 3rd, 1912 The Commissioners for town of Troy met in regular session date above written the following members being present: C. J, Poole, Mayor R. T. Poole} Commissioner J. C. Hurley} Commissioner Dr. J. A. Siske} Commissioner Z. F. Cranford, Marshall Moved, seconded and carried, ordered that the town of Troy build a concrete (cement & sand) walk five feet wide. Ordered, that J. C. Hurley and R. T. Poole be constituted a committee to look after getting material for sidewalk above ordered to be built. Bill aft. $25.00 as presented by Dr. C. Deligny for quarantining and reporting whooping cough was placed before the board for its action and moved by Commissioner R. T. Poole to be paid, but as there was no second to the motion, the matter was dropped. There being no further business, the board was adjourned. J. C. Hurley, Secy & Treas. Page 128 Troy, N. C. Copy of Ordinance as prefaced on p.124 minutes of meeting April 5th, 1912. Section 1. Be it ordained by the General Council of the town of Troy, N. C. that permission be and the same is hereby granted to the Southern Bell Telephone and Telegraph Company, its successors and assigns, to erect, operate and maintain long distance lines of telephones and telegraph, including the necessary poles, fixtures and electrical conductors upon, along and over the public roads, streets and highways of the town of Troy, N. C. as its business may from time to time require, provided that all poles shall be neat and symmetrical. Section 2. That the work of erecting poles virtue of this ordinance shall be done under the supervision of the street committee, and the said Southern Bell Telephone and Telegraph Company shall replace and properly relay any sidewalk or street that may be displaced be reason of the erection of such poles, and upon failure of the Company so to do, after, twenty days notice in writing shall have been given by the Mayor of the town of Troy, N. C., to said Company, the town my repair such portion of the sidewalk or street that may have been disturbed by said Company and collect the cost so incurred from said Company. Section 3. In consideration of the rights and privileges herein granted said company shall upon demand, provide and cross arm on each pole on which the town of Troy, N. C. may desire to attach either fire alarm telegraph of police telegraph wires, for the free use of the police and fire alarm telegraph system of the town of Troy, N. C. Section 4. Said Company shall at all times be subjected to Town Ordinances now in existence or which may be hereafter passed relative to use of the public streets by telephone and telegraph Companies. Section 5. Said Company shall indemnify the town of Troy, N. C. against and assume all liabilities for damages which may arise or accrue to the town of Troy, N. C. from any injury to persons or property from the doing of any work herein authorized, or the neglect of said Company or any of its employees to comply with any ordinance relative to the use of the streets of said Town and the acceptance by the said Company of this Ordinance shall be in agreement by it to pay to the Town of Troy, N. C. any sum of money for which the town may become liable from or by reason of such injury. Page 129 Section 6. Said Company shall file with the clerk of the Council of the Town of Troy, N. C., its acceptance of this Ordinance within sixty days from the date when it shall take effect. Section 7. This Ordinance shall be in force from and after the date of its passage. I, J. C.
