An Act for Vesting the Property of Certain Negroes in the heirs of Mark Newby. Whereas, it is the earnest request of Ezekiel Arrington, who inter-married with one of the heirs of Mark Newby, late of Perquimons county, that the property of certain negroes emancipated by the said Mark Newby, in his lifetime, may by an Act of this Assembly be vested in the heirs of the said Mark Newby: I. Be it enacted by the General Assembly of the State of North Carolina, and it is hereby enacted by the authority of the same, That the heirs of the said Mark Newby shall have full power and authority to hold and possess, sell and dispose of, sue for and recover the said negroes, in the same manner as they may any other part or parcel of their property; and finally, that the right to the said negroes shall vest and continue in the heirs of the said Mark Newby, as fully and completely, as if no such emancipation had ever taken place; any law, usage or custom to the contrary notwithstanding.
