   COL. WILLIAM POLK of Raleigh, having  been understood to decline the 
appointment in the new army, to which he had been recommended, we learn that 
JAMES WELBORN of Wilkes will be appointed Col. Commandant of North Carolina 
Regiment. A. F. McNEILL of Wilmington and BENAJAH WHITE of Craven, Lieutenant 
Colonels; THOS. TAYLOR of Granville, and DANIEL M. FORNEY of Rowan, Majors.
