FAITH, TEMPERANCE, CHARITY. _________________ DISTRICT VICE-PRESIDENTS COMMISSION. ~~~~~~~~~~~~~ FRIEND OF TEMPERANCE _______ STATE COUNCIL OF THE STATE OF NORTH CAROLINA, To all Subordinate Councils in Wayne District, No. 8 embracing the counties of Wayne, Lenoir, Greene, Jones, Craven, Carteret and Councils therein Greeting Know Ye, That John N. Andrews President of the State Council of North Carolina, by and with consent of the State Council, does hereby appoint and constitute William Robinson District Vice-President of this district, and you are hereby directed to receive and respect him in his official capacity, as the representative of the State Council, and Head of the Order in said district in the absence of the President of the State Council. IT IS HIS DUTY to visit officially, as often as may be pracicable, every Subordinate Council in the district, to examine the work and exact a compliance to the established Constitution, Laws and Ceremonies of the State Council, to grant dispensations of priviledge to the Subordinates under his jurisdiction, to make public demonstrations, to decide all appeals taken by the Councils in his district from the decisions of their respective Local Vice-Presidents, and report any irregularity fairly, fully and promptly, to the President, under whose direction he shall act, and through whom he shall present all official communications to the State Council. He is directed to submit a written Semi-annual Report of the state of the Order in this district, together with any decision he may have made not clearly explained in our Constitution and Laws, and any priviledges he may have granted, which report shall be forwarded to the President prior to the 10th day of April and 10th of October, and enable him to prepare his General Report for the State Council. A neglect of promptly performing any or all of his duties above enumerated shall incur a forfeiture of this commission. BY ORDER, R. W. Whitaker Secretary Raleigh March 17 1870.
