Ellis, Governor of the State of North Carolina We the undersigned respectfully represent unto your excellency that we have been long acquainted with John Starling, now confined in the Jail of Wayne for the murder of one Sally Patton and notwithstanding the verdict of the jury we fully believe that he was in a state of temperary insanity or delirium, when the deed was done. He is naturally of a week mind, and has always sustained a remarkable character for peace. We believe this to be the opinion of his neighbors generally, which some of us are, an opinion formed from their previous knowledge of the man, as well as from the peculiarty of the circumstances attending the transaction. We therefore pray your Excellency, to exercise the executive puragative of pardon towards the said Starling, believing that it will not injure the State, but will be a proper act of clemency to him Respectfully K.B.
