"A few years ago an effor was made to construct a ditch about four feet wide from the foot of the present lake to the east line of the cemetery supplying the north part of the city and the cemetery with water in abundance. At that time Mr. Frank who controlled the canal declined to complete the arrangement and the parties who were interesting themselves in the project could not afford to do it alone. "A survey had been made, right of way secured on each piece of the property and the council had agreed to grant the right of way over streets and construct bridges. Indeed, the only reason the ditch was not constructed was because Mr. Frank insisted that the ditch should revert to the canal company at the end of three years, while those who were going into it insisted on five years and a guaranty of water. "This same plan might effected now if the right parties could be got together.
