JUDGES OF PROBATE For many years after the settlement of the province the county court was the court of probate; an appeal lying to the court of assessments. Subse- quently the governors of the province exercised the powers of judges of pru- bate either personally or by substitute. In 1693, Lieutenant-Governor Usher acted as judge of probate, as did Lieutenant-Governor Partridge in 1699. Prior to 1703, Thomas Packer and Nathaniel Fryer had at different times appeared as judges of probate. After 1703 no governor appears to have acted directly in that capacity.
