He studied law with Adams & Swan in Utica, and was admitted to the bar in 1876. In 1878 he came to Herkimer and formed a partnership with E.A. Brown, which existed until January 1, 1886. He was elected police justice in 1887 and was twice re-elected. He has been a member of the Board of Education six years and also justice of the peace. He is an Odd Fellow, a member of the Royal Arcanum. Mr. Mitchell married Henrietta N. Townsend, daughter of H. Townsend of Utica, who is a scion of an old English family.
