Warren Allen, another of the State Highway Commissioners, was bron in the town of Hounsfield, Jefferson county, New York, in 1864, and was graduated as a Civil Engineer by Union College, Schenectady, in 1886. In 1886-1887 he was engaged in river and harbor work in Louisiana and in railroad work in Illinois. In 1887-1900 he was a transitman and inspector of harbor work in New York city. Later for two years he had charge of a surveying party for the Title Guarantee and Trust Company. Then for about seven years he was Principal Assistant Engineer with John G. Van Horne, Civil Engineer. From 1900 to 1902 he was Assistant Superintendent of the Department of Street Cleaning and Parks of Havana, Cuba. In 1902-1903 he was an engineer with Luare & Triest, contractors of Matanzas, Cuba. In 1903-1904 he was engineer in charge of the construction of a section of the Wabash railroad line into Pittsburg. In 1904-1907 he was Supervisor and District Engineer in charge of all engineering work in the provinces of Cebu, Bohol, Oriente Negros, Lurigao, and Misamis, Philippine Islands. From 1907 onward he was Chief Engineer of the Department of Public Works, Province of Oriente, Cuba, with headquarters at Santiago. Mr. Allen was named by Governor Hughes for State Highway Commissioner on January 6,1 908, for a term of four years, and his nomination was at once confirmed by the State Senate.
