Clement, State Commissioner of Excise,was born at Bristol, Ontario county, N.Y., October 12, 1856, of French Huguenot descent. Educated at the common schools and Canandaigua Academy, he later worked on a farm and taught school until 1877. He studied law at Canandaigua, N.Y., was admitted to the Bar in 1880 and opened an office the same year at Canandaigua, where he continued to practice until 1896. He has served as clerk and attorney for the town and village of Canandaigua, and in 1905 was elected president of the village without opposition. He was district attorney of Ontario county, 1887 to 1893. Because of the large proportion of crime produced by the liquor business, as shown by his experience as prosecutor, he suggested a revision of the excise laws to include high license, in order to place the burden of taxation caused by the traffic upon those engaged in it. He assisted in the preparation of the Raines liquor tax law, which already decreased public taxation more than $158,000,00 by the revenue raised. He was Deputy Commissioner of Excise, 1896 to 1906, and on May second of the latter year was appointed State Commissioner of Excise by Governor Higgins. He has lectured upon the excise question before various organizations, colleges and societies. He is a member of Canandaigua Lodge No. 204, F. and A.M., and Excelsior Chapter No. 164, R.A.M. He married Clara Mower Fitch, of Canandaigua, N.Y. December 12, 1883. They have four sons and three daughters.
